Anyone who has spoken english for long will recognize either. &quot;Couldn&#039;t&quot; makes sense to me, but the reason &quot;could&quot; also works is because the fact that there&#039;s an option implies &quot;They *could*, but they don&#039;t.&quot;. I like to use &quot;could&quot;, because I like to celebrate the hair-brained complexity of the lanugage.</description>

What the poster intended to relate is that 1 Billion Chinese COULDN&#039;T care less.  Therefore, your greatest triumph holds no importance to them, and that it is impossible to care any less.</description>
